Dmitry Eremin-Solenikov	d31e119d4d	Move comp/decomp alloc/free prototypes under guarding #ifndef ... Function implemenations are already guarded by #ifndef MZ_NO_MALLOC, so let's put prototypes under the same #ifndef.
